What is the RCIP Canada programme?
The Rural Community Immigration Pilot (RCIP) is an economic immigration programme created by the Government of Canada to help participating rural and remote communities address local labour shortages.
Instead of relying on a competitive CRS ranking, participating communities identify priority sectors and occupations and designate eligible local employers. A candidate needs an eligible job offer, a community recommendation and must satisfy the applicable federal requirements before applying to IRCC for permanent residence.

Eligibility requirements
What you generally need to qualify
1. Eligible job offer
A genuine offer from a designated employer in a participating community. It must generally be full-time (at least 30 paid hours a week), non-seasonal, year-round and indeterminate.
2. Related work experience
Most applicants need at least one year or 1,560 hours of related paid work experience in the three years before applying, unless an eligible graduate exemption applies.
3. Language results
You must take an approved English or French test. The minimum score depends on the TEER category of your qualifying job offer.
4. Education
You must meet the education requirement. If you studied outside Canada, you will generally need a valid Educational Credential Assessment (ECA).
5. Settlement funds
You may need funds for yourself and your family. Applicants already working legally in Canada with a valid work permit do not need to show proof of funds.
6. Community recommendation
A job offer alone is not enough. The participating community must assess the opportunity and issue its recommendation before you apply for permanent residence.

The designated employer and candidate follow the community’s process and document requirements.
Receive the recommendation
If approved, the community issues the recommendation certificate needed for the PR application.
Apply to IRCC for permanent residence
Submit the federal application with the recommendation and all required supporting evidence.
Consider the optional work permit
Eligible PR applicants may apply for a two-year employer-specific work permit while IRCC processes the case.
Designated employers
How to find genuine RCIP jobs
Participating communities designate employers and publish their own priority occupations, employer information and processes. RCIP does not operate as a central job-matching service. Check the official website of the community you are targeting and verify that both the employer and role meet current requirements.
RCIP does not sell job offers
Be extremely cautious about anyone promising a guaranteed job offer, guaranteed employer sponsorship, guaranteed community recommendation or guaranteed Canada PR—especially in exchange for unexplained payments.

LMIA, CRS, PR and family
Does RCIP require an LMIA?
RCIP does not use the traditional LMIA process for its qualifying offer and community recommendation. This does not mean there are no requirements: the employer must be designated, the role must qualify, the candidate must be eligible and the community must recommend the application.
Does RCIP require a CRS score?
No. RCIP is not ranked through the Express Entry Comprehensive Ranking System. The decision instead depends on federal eligibility, the qualifying job offer, community requirements and community recommendation.
Is RCIP direct PR?
RCIP is a permanent residence pathway, but ‘direct PR’ does not mean automatic PR. IRCC makes the final decision after the candidate satisfies every stage of the process.
Can your spouse come with you?
Eligible family members can generally be included in the PR application. A spouse or common-law partner of an eligible applicant using the optional RCIP work-permit route may apply for an open work permit limited to the same community.
